Arising from int-0001 — The why of a decision survives the session that made it

The session brief never exceeds 1,500 tokens

`dira brief` is injected into every session and read by a human at a glance. Both consumers have hard limits: context is finite and attention is shorter.

The ceiling is enforced by the binary (`brief.max_tokens`), not by editorial judgment. When the brief would exceed it, dira **drops entries by priority rather than truncating mid-render** — open blockers first, then current focus, then recent decisions — and states what it omitted plus the verb to see the rest.

This is constitutional because the failure it prevents is dira's specific death: a brief that grows without bound becomes the 77-ADR pile with better syntax, and nobody reads it either. Raising the number requires superseding this constraint, in writing, with a reason.
