The why of a decision survives the session that made it
Hundreds of hours of brainstorming produce agreement that then evaporates. The agreement is not lost because it was never written down — it was written down, as 77+ ADRs. It is lost because nobody re-reads files, and iteration outruns reading.
So the target is not better capture. It is **retrieval that costs zero effort**: the rationale arrives unbidden, at the moment it is relevant, in the context of whoever needs it — human or agent. If reading dira is ever a task on someone's list, dira has failed and is just a nicer ADR pile.
Achieved when: a decision made in week 1 correctly shapes a session in week 12 without anyone opening a file, and an attempt to relitigate it is met with its own recorded reasoning before a single line of code is planned.
